Despite the high-profile summits with North Korea during the Trump administration, diplomacy failed to achieve the United States’ stated goal of the complete, fully verified, and irreversible denuclearization of North Korea. The threat from North Korea has continued to grow, with the country conducting nine missile tests last year. North Korea has signaled that it will respond to good will in kind and force with a show of strength, and the Biden administration will need to decide which direction to take its North Korea policy. How can the United States, Japan, and South Korea find common ground and revitalize diplomacy to reduce the threat from North Korea?
